DEBI Board Member Biographies

Andy Vickery is the current Chairman of DEBI joining the board in 2002.  Andy works as the Environment Manager for the large Waste Management Company – Devon Waste Management Ltd (DWML).  DWML run a large landfill site in North Devon, 4 waste transfer and waste processing/recycling stations for commercial wastes and 23 civic amenity and recycling centres for bulky household waste across Devon.

Andy is responsible for the Environmental Management of theses sites in terms of licence or permit compliance, this includes the environmental monitoring at all of DWML’s facilities, which includes surface and ground waters, together with the monitoring of potentially polluting parameters such as leachate and landfill gas. He is also responsible for the companies Quality Management System, Health and Safety management and Insurance provisions.

Andy has been involved in Waste Management within Devon for the last 30 years, since starting in 1977 with Devon County Council as a “Specialist Waste Disposal Trainee” and has worked in most areas of waste disposal and management gaining a wide range of experience in this important issue that affects all businesses in Devon.

Kathryn Tebbey is the newest director to DEBI and is a Solicitor in Public Law (Planning, Environmental and Local Government) for Ashfords SolicitorsShe currently works on a range of local government, planning and environmental matters, including contaminated land, producer responsibility under WEEE, environmental due diligence and environmental matters arising from property deals.

Kathryn’s recent environmental experience includes:

·         Advising a local electrical goods distributor on WEEE

·         Advising South West RDA on environmental clauses for a lease of the land for the proposed Olympic sailing academy

·         Drafting an agreement between adjoining industrial  landowners as to the treatment and removal of potential contaminants

·         Advising on and preparing a client’s bid for a waste treatment plant in conjunction with commercial colleagues

·         Advising riparian owners on pre-action negotiations following local river pollution incident involving contractors of the Environment Agency

Humphrey Temperley is an elected County Councillor for the electoral division of Bideford South & Hartland.  Humphrey became a Devon County Councillor in 2005 and prior to that was a Councillor for Somerset County Council including being Chair of Environment and Chairman of the Council 2000-2001. Humphrey is also Chair of Wessex Region Flood Defence, Chair of Corporate Forum for National Parks. Environment Policy Adviser and previously a member of Exmoor National Park Committee.  He has a special interest in the Environment, Marine and Coastal issues and is also Chair of the Strategic Planning, Regional and International Affairs Committee.

Paul Jaobs is director of Exeter based Company South West Metal Finishing (SWMF).  SWMF is a privately owned company specialising in sub contract metal treatments for a range of industrial sectors.  Paul’s business has had to face tough challenges in recent years with specific emphasis on the increasing environmental legislation being passed by the EU.  Paul brings experience to DEBI of how companies can take a leading role in waste minimisation and environmental control.

Andrew Southall is an independent consultant in water engineering and water demand management.  He has particular interests in leakage strategy development, sustainable abstraction and metering.  In addition to being a DEBI Director Andrew also Chairs the Exeter University External Advisory Committee, is an Independent partner for PAWS (Partners for Water and Sanitation) and is currently engaged on a leakage and demand management project with a local authority close to Johannesburg, South Africa.  Andrew is also a professional reviewer for CIWEM (Chartered Institution for Water and Environmental Management) and a professional scrutineer for the Geological Society.  He has recently accepted an honorary appointment at the University of Exeter as a Visiting Research Fellow and his role is to assist the Directors of the Centre for Water Systems with better and greater engagement with businesses throughout the South West region.

 David Underwood is the Deputy Director of Technology at the Met Office responsible for delivery of the technological solutions required to meet the needs of all Met Office customers in government and commerce, including MoD, CAA, DEFRA, EA, DFT, HA, DCMS, DoH, Cabinet Office, ODPM, DFID, FCO, Home Office and numerous FTSE 100 companies.  Dave previously ran the Met Office Public Sector and Civil Aviation Businesses and up until 1998 worked with CAA and National Air Traffic Services. David was educated in Kelso, Scottish Borders and has a BSc Maths Glasgow in 1984 and MSc Operational Research Strathclyde Business School in 1985.

Ian Harrison is a chartered surveyor who was formerly the estates manager for Hanson Aggregates Ltd.  Ian now runs a concrete products business and also a property consultancy.  He is a trustee for the Devon Wildlife Trust.

Steve Morris works as Environment Manager for Alcoa Investment Casting and Forged Products, formerly Howmet Ltd.   He joined the company in 1998 as an IT and Business Analyst before making the switch to his present role in 2004.  Steve’s previous experience is in a variety of organisations and occupations including manufacturing, banking, auditing, business analysis, and objective 1 & 2 funding.

Alistair Handyside until recently, worked as a senior executive in hi-tech firms before setting up his own business, a consultancy, which covers a variety of fields. He provides corporate due-diligence for venture capital companies, assists with company fund-raising and turnarounds, provides interim management services and non executive roles.

Currently he is Chief Executive of Salcombe Dairy, a traditional Ice Cream maker, which makes him extremely popular with all his children’s friends, Director of Premier Cottages, the leading independent cottage group in the UK, and is a committee member of EASCO, the English Association of Self Catering operators. In addition to this Alistair offers consultancy services on how to get the most from holiday cottage businesses and he frequently gives talks and training on sustainable tourism.
